Welcome to Kovalent.uz ("we," "our," "us," or the "Platform"). We operate an online educational marketplace connecting users with courses, education centers, and career vacancies. We are fully committed to protecting your personal data in accordance with the legislation of the Republic of Uzbekistan, including the Law "On Personal Data" No. ZRU-547.
Please read this Privacy Policy carefully to understand how we collect, process, and protect your information. By using our Platform, you consent to the practices described in this document.
1. Information We Collect
As a marketplace bridging learners, educational institutions, and employers, we collect data required to facilitate these connections.
- For Students / General Users: Name, contact information (email address, phone number), educational preferences, and any communication sent via our official channels or bots.
- Signing in with Telegram: If you choose to sign in with Telegram, Telegram tells us your Telegram account ID, your name, your username, a link to your profile photo and, if you allow it, the phone number of your Telegram account. We use the name and the phone for your requests; we do not use the photo. Telegram handles the sign-in itself under its own privacy policy.
- Updates in Telegram: When you sign in with Telegram, or connect our bot @kovalent_admin_bot from your account, the bot sends you messages about your own requests and reviews and about new articles on our blog, and we keep that chat's ID and your Telegram username. The button under an article turns article messages off; send /stop to the bot, or turn updates off on your profile, to stop them all.
- For Education Centers / Employers: Corporate name, location/addresses, registration certificates, coordinator contact details, and course/vacancy details.
- Technical and Usage Data: IP address, cookies, network connection metadata, and platform analytics.
2. Legal Basis and Purposes of Data Processing
In accordance with Uzbek law, we process your data based on explicit user consent, contractual necessity (facilitating your enrollment or corporate listing), and legitimate technical interest.
We use this data to:
- Allow users to search and apply for courses and vacancies.
- Connect students with partner educational centers.
- Maintain the security and technical functionality of the website.
- Send administrative updates and customer support responses.
3. Data Sharing and Third-Party Disclosure
We do not sell your personal data. To provide our core services, data is shared strictly under the following conditions:
- With Education Centers: When you express interest in a course, your contact details are shared with that specific center to complete registration. The center's staff receive your name, phone number and chosen group by email and in Telegram, a messaging service operated outside Uzbekistan.
- With Employers: When you apply for a vacancy listed on Kovalent.uz.
- Legal Compliance: We may disclose data if required by the state authorities of the Republic of Uzbekistan (such as law enforcement or judicial bodies) under established legal frameworks.
4. Compliance with Localization & Cross-Border Rules
Local Storage: In compliance with local regulatory frameworks, your primary identification data, telecommunication metadata, and related essential user profiles are stored securely on servers physically situated within the Republic of Uzbekistan.
Cross-Border Transfers: Any cross-border data transfer to external services (like international analytical utilities or cloud providers) is carried out strictly in compliance with national law, restricted exclusively to countries approved as providing adequate levels of personal data protection.
5. Data Security and Retention
Security: We employ modern organizational and technical security measures (including SSL encryption and strict database access controls) to prevent unauthorized processing, alteration, or leaks.
Retention: Data is kept only for as long as necessary to fulfill the educational or hiring connection purpose for which it was gathered, or to satisfy statutory legal preservation terms.
6. Your Legal Rights
Under the Law "On Personal Data" of the Republic of Uzbekistan, you have the right to:
- Request information regarding how your data is being processed.
- Access, rectify, or update inaccurate personal information.
- Withdraw your processing consent at any time, or request full deletion of your profile (subject to ongoing contractual obligations).

7. Location Data
Kovalent does not work out where you are from your internet connection. On the course finder you may choose to share your device location. If you do, your coordinates are compared with a list of cities inside your own browser, and only the name of the matching city is used — to pre-select it in the list you could have picked from by hand. Your coordinates are never sent to Kovalent, never stored, and never shared.
You can decline, and declining costs you nothing: the city list answers the same question. Signed-in users may save a region and city to their profile. We do not ask for a street address.
8. Policy Updates
We reserve the right to alter this Privacy Policy as our services scale or as regulatory updates command. Changes take effect immediately upon their publication on this page.
